1109 Congress is a Permanent Supportive Housing (PSH) development. All apartments are reserved for households at or below 30% of the Area Median Income (AMI), paired with access to on-site supportive services designed to help residents maintain stable, long-term housing.
Permanent Supportive Housing combines affordable housing with voluntary supportive services for individuals and families experiencing homelessness or housing instability. Residents have full tenancy rights and access to case management, health services, and community resources — all designed to support long-term housing stability and well-being.
